The good people at FreelanceWriting.com provide an excellent online resource with their listing of nearly 700 links to publications' writer's guidelines.

One factor making it simple to use is that it groups the publications according to interests or specialties. It certainly made it simpler for me to find a venue to send an essay about killing chickens, which is an esoteric theme for creative writing.
